[Dx4win] Updates coming, wait for the last one

Hi Folks,

I'm about to release a number of DX4WIN data file updates.  If you're
using the update utility:

    http://dx4win.ad1c.us/update.htm

I suggest you wait until you see the country file (DX4WIN.CTY)
announcement before running it.  This will save you having to update
multiple times.
