[Dx4win] Callsign maps to wrong country

May be your countries database file (dx4win.cty) is outdated or has some 
errors.  There are many cases of country prefix changes after some date 
(OK=Czechoslovakia became Czech or Slovak, YU4=Yugoslavia became Bosnia & 
Herzegovina, YU3=Yugoslavia became Slovenia, etc.).
