[Dx4win] Create VUCC Map from DX4WIN Award Listing version 2.0 released

I've released version 2.0 of this utility:

This is a major revision, see the release notes at the bottom of the
web page.  I've tested it with DX4WIN 7.07 and 8.04.

I haven't finished creating all the background images yet.  I intend
to cover Japan as well as Australia/New Zealand.  If your map is
missing some background images, let me know which fields and I will
create them.

Thanks for all the helpful comments and suggestions.  I'll be working
on a Windows version of this utility sometime in the future (but not
right away).
