[Dx4win] Logger32 to DX4WIN

However, dx4win data show LoTW col "Y". waiting upload data on all 
import data.
I can export for LOTW one time after import data.

All data LoTW col change "Y" to "N" and display upload date show today 
date.

This problem point is nothing LOTW_QSL_SEND DATE, it is Logger32 
original problem or no
I don't know.

I finished import and now using dx4win.
