[Dx4win] UPDATE.BAT updated 10 February 2010

I uploaded another version of UPDATE.BAT.  This version should work 
seamlessly on Windows XP, Windows Vista and Windows 7.  You MUST install 
the WGET program in the default location, this version of the update 
script does NOT check if WGET is properly installed.
