[Dx4win] Keying Issues-Voltage Comparisons

GUY,....and others,
I just finished measuring some voltages around the Keying transistor 2n2222, 1K resistor, and Pin 4 of USB serial plug. Key Up and Tune.
Computer: Brand new HP Pavillion Vista 64 bit. Triplett Model 60 Volt-Ohm meter.
Voltages measured against Ground(Pin 5) of Serial Line out of computer.
Prolific USB/Serial-latest software to include Win Vista.
I measured running N1MM Logger program and also DX4WIN Ver 8.03

Key UP..
N1MM(which keys rig perfectly):
Pin 4 -6.6V Transistor Input -6.6V Transistor Output 0. V
DX4WIN
Pin 4 -6.6V Transistor Input -6.6V Transistor Output 0. V
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
KEY DOWN...
N1MM Used both sending CW and TUNE
Pin 4 +6. V Transistor Input +0.7V Transistor Output 0 Volts and Transistor is shorted to ground and keys rig.
DX4WIN( Hit F1 on Keying Tab sending CQ)
Pin 4 +6. V Transistor Input +0.7V Transistor Output 0 Volts and transistor is shorted to ground but does not send CW-It is continuous even though the keyer is sending/showing CQ CQ DE N4RJ, etc.......

Using COM 4 4800 8 n 1 Under DX4WIN prefs, COM4, CW, None(for PTT)
it doesnt matter if the radio is on or off, or any other variables are changed. it still keys continuous.
Obviously the keying circuit is satisfactory. Something in DX4WIN is telling something in the computer to hold that keying circuit in a continuously keyed state. The open voltages are identical, the closed voltages are identical. It just doesnt go high and low in DX4WIN.
Any ideas?
