[Dx4win] Russian Oblasts award

My qso is on 30m and that is why the choise russian oblasts is not on.
Sorry for the bandwith
I saw the site (url is in awards file) and i am not sure that 30m qsos don't 
count.
By the way i have not ever heard a ua8 station. Any replies pse off the 
reflector
