[Dx4win] Starting and Stopping Radio

I suggest also to
file>preferences> Radio tab on the left of DTR and RTS there is a box says
Max tries. Make this 1 to limit the time dx4win tries to find the radio. My
Mark v works fine with 1 try, i don't need the default 3.
