[Dx4win] Starting and Stopping Radio

I've got DX4WIN (version 8.03) working with the Yaesu FT-1000D from its CAT
terminal to my PC's serial port.  When I am done operating and turn off the
radio, then DX4WIN locks up for a brief period - apparently it is looking
for the radio, can't find it, and then when it gives up, I get an error
message that says "Radio timed out, radio interface has been disabled".  I
understand that issue, and figure that prior to powering off the radio, I
need to use DX4WIN's "Radio" menu to "Stop Radio".

When I click on "Stop Radio" from the Radio menu, the radio seems to go
permanently into transmit mode - the red "Transmit" light comes on, and the
orange "Wait" light also lights up (the "Wait" light usually indicates that
the built-in ant tuner is tuning, and only comes on very briefly under
normal circumstances).  When I power the radio off, then back on a bit
later (with DX4WIN continuing to run the whole time), the Transmit and Wait
lights come back on.  Selecting "Start Radio" from the Radio menu is the
only way to fix this issue.  I've noted that when the "Transmit" light is
on, there is no power outputted from the radio.

My radio settings in DX4WIN are:
default Address (00) - I think this is for Icom only, so it can be ignored
default Baud Rate (4800)
COM Port = COM1
Poll rate (ms) = 1000
Max tries = 6
DTR High is checked
RTS High is NOT checked
There is no "second radio" setup in DX4WIN.

Is this "normal" behavior?

Not that I'd necessarily want to run DX4WIN and the radio simultaneously
without having them talk to one another, but right now doing so is not an
option unless I unplug the serial connection between the PC and the radio.
