[Dx4win] DX4WIN.CTY Release #78 - first call

I have started working on DX4WIN.CTY #78.  You can read the release notes here:

This release contains a major revision of Russian prefixes, effective
23 March 2010.

I am planning on releasing the country file Saturday, April 3. Please
let me know SOON if you want/need any changes.
