[Dx4win] Resetting UPLOAD flag does not result in re=exporting QSO for LoTW

Mark, I think you have the steps out-of-order.

The progression is:

starting with Upl = N, Upl Date = empty:

1.  Upload flag is set for a QSO.  Either by adding a QSO
     to your log, or using the LoTW operation to do it.

2.  Export for LoTW.  This creates an ADIF file containing
     all QSOs for which the Upl flag is set.  It also sets
     the Upl Date to today's date.  It asks if you want to
     clear the Upload flags.  Usually one answers yes.

My understanding is that once the Upl Date is set, you can NOT export 
that QSO again.  You have to clear the Upl Date and set the Upl flag. 
At that point, try the Export for LoTW again.

There are a bunch of multiple QSO operations in the LoTW menu for 
setting/clearing dates and flags.  They ask if you want to use the 
current filter.

Does this help you understand what you need to do?
