[Dx4win] CW with PowerSDR not working

I think you may have uncovered an issue Rick.
I tried to key using RTS and it works with a virtual COM port COM3 but
does not work with COM9... all I get is the DX4Win sidetone... the RTS
line doesn't toggle. I was unable to get PTT DTR working with either
port, but I might be me... I never use PTT on CW with my Microham
interface so I might not be configuring it correctly.
