[Dx4win] correct command to use TCP with DX4W and the VE7CC ARuser program

Seems OK. Is your cluster software running and listening on the default
port (7300). I use localhost:7300 instead of 127.0.0.1:7300 but they are
equivalent... but it is, at least at my age, quite easy to type a comma
where there should be a decimal ;-)
