[Dx4win] ADIF to DXQ

I need to do some updates for the ADIF to DXQ program:

I've already added the CO and MO QSO Parties, RDA and TARA Grid Dip. I
could add SCC RTTY, but no one has asked yet.
I will be adding support for DX4WIN8 (the program can still output
DX4WIN6 format). I don't yet know how much work is involved. You can
still import the .DXQ file as DX4WIN6 format into DX4WIN 8.0x, but you
can get yourself into a little trouble if the contest contains names
(i.e. NAQP), you've already converted names in your log, and you convert
names again for the imported contest (some of the old names that you've
fixed [that should not have been converted] can get "unfixed").
I'll be breaking out the state QSO parties into their own drop-down
menu, as the Contest menu is getting kind of long. So there will be one
Contest called "QSO Party" and a sublist of states in a separate
drop-down menu.
Finally, the new version will use the full precision of frequency given
to it, rather than truncating to the nearest KHz (since DX4WIN 8.0x
support frequencies to the 10s of Hz).
I don't think I'll have much time to work on this until next weekend
(September 12/13).
