[Dx4win] RST for JT65A

Hi Rudolf,

DX4WIN doesn´t allow this kind of reports
I believe that -12 stands for -12dB reception
The only possibility is to fill this info into
Notes for this qso or notes for this call

I don´t think that these reports are accepted for Awards
