[Dx4win] DX4WIN.CTY Release #70 - first (possibly only) call

I have been working on DX4WIN.CTY #70.  You can read the release notes here:

Most of the changes have resulted from my work with Alan 5B4AHJ of
Club Log.  The list of changes is now so long that I would like to
release this in the next day or two instead of waiting until next
month.  There will still be another release sometime shortly after
December 1.  I hope it does not have as many changes as this one.
