[Dx4win] DX4WIN Rotor Control

I've successfully interfaced the same rotator to DX4WIN without issues. Drop 
me a line directly with the symptoms and I'll get back to you with the 
settings that I use at home. (Currently at work, so this will have to wait 
until this evening when I get home.)
