[Dx4win] Data File Update script

Back in August, I wrote a script to simplify updating DX4WIN data files:

There are a couple of known problems I intend to fix:

- update DX4WIN.CTY unconditionally
- update DX4WIN.TCP unconditionally

I also intend to add support for downloading a DX4WIN.MAS2 file which
contains LoTW and eQSL member lists.

I hope to release the new version tonight, along with updated award,
country, TCP, MAS1 and MAS2 files.
