[Dx4win] DX4WIN Version 8.03 is available

Haven't seen too many comments on the new software; but many thanks to Paul
for working on this.

I haven't seen any problems at all in the upgrade; and the F2 key is now
doing what it should; so am a happy customer!

· Added an option for a second directory to store a copy of the log file
and the country database

System

· The LPT port driver and CW side tone generation is now available under
all versions of Windows 32bit and 64bit
