Ted, what operating system are you running?  Did you install DX4WIN in 
the suggested path (i.e. C:\DX4W803) or into the Program Files 
directory.  My only guess is that this is some sort of file permission 
problem.  Try writing the .INI file to somewhere else like "My 
Documents" to see if he problem goes away.
