[Dx4win] RDA Contest Import

Hi Mark,

Send me your ADIF file after ZIPping it. I will update this program to
work with RDA:

Note that the program will only output the DX4WIN6 (DX4WIN 7.0x) .DXQ
format, I haven't updated to output DX4WIN8 yet.

p.s. yes, that *IS* valid ADIF 2.x.  State means "primary
administrative subdivision" and County means "secondary administrative
subdivision).  I had to look it up myself to be sure.

p.p.s. I don't know what AwdList and AwdVal are, but they're not in
the ADIF spec.
