[Dx4win] Minor bug carried forward from Ver 7

D4W still looks for the help file in the Current Directory.

If you use the Common Dialog Control and change the current directory... 
for example, merging another file... the help menu fails to find the 
help file.
Could the program open the help file with the path prepended to the file 
name?

In C# I use: Application.StartupPath + "\\foofilename". This should work 
with D4W since the help is in the same directory as the executable.
