[Dx4win] Updated DX4WIN Release Notes

Hi Jim,

If you don´t start everytime with administrator priveleges the LPT driver
want´t be loaded You can check this in preferences, when you start normally
the LPT port selection For banddecoder or CW etc isn`t possible, only when
you start like administrator it is
