[Dx4win] Sorting of QSL labels

DX4WIN has an interesting sorting feature.  A call like HB0/DL7ON will be sorted with the other DL (Germany) calls instead of the HB0 (Liechtenstein) calls.  This gets the QSL card to the right place.  It means the QSL manager database doesn't need to have entries like "HB0/DL7ON via DL7ON" (i.e. via home call).  Of course, if HB0/DL7ON has a QSL manager listed in the database, that will be used instead.
