[Dx4win] Adding TO5DX/ St. Barthelmy

I'm just a very casual DX'er, but it turns out that TO5DX (St. 
Barthelmy) is now considered a new country.

As a user of DX4WIN vers 5.03, can someone please explain how I would 
add that as a new country.
