I failed to answer the 2nd part.

The next release of the contest country files will include YU8 as a special "CQ
only" prefix, the same as IT9, TA1 etc.

For DXCC purposes, YT8 and YU8 still count only as Serbia.  When Kosova is
assigned an ITU prefix, or becomes a member of the United Nations, (see
http://www.arrl.org/awards/dxcc/rules.html#sii), QSOs starting on that date
will count separately for DXCC (but not retroactively).
