[Dx4win] Importing Logs - LOTW Flag not set!!

Good Evening,
I thought I had tested and looked at my log. I imported the ARRL CW & Phone logs. When I looked at the log, the "Upload" flag was set to "Yes". I just went to do a upload and it was not set and it only wanted to send up non contest QSO's. 

Is there a way to set them globally?
Do I have to manually set them?
Why did the import not set the Upload flag?
