There are a lot of changes in this release.  VA3DX was the source of a 
number of new callsign exceptions.  I did some detailed research on VE8 
calls in CQ Zone 2, and VY0 calls in CQ Zone 1 (yes, there are some).

I'm still trying to add start/end dates for all callsign exceptions 
wherever possible (DX4WIN does not actually use the end dates for 
callsigns, but I do).

I'm constantly scouring the Internet for new information.  There is 
always the possibility that I made a change for the worse (Duke, W1ZA 
caught one this time around with KC6AA).  Please let me know about these 
so I can fix them in the next release.

If you are *NOT* using the latest country file, but instead continue to 
manually update your own database, I would appreciate a copy of your 
DX4WIN.CTY file so I can merge your special exceptions into the master 
database and share them with everyone else.  The country file is not 
just the result of hundreds of hours of my own work, but also results 
from the contributions of everyone who uses the program.

My current area of concern is the QSL manager addresses.  I made 6 
corrections this time, only because people told me about them.  In lieu 
of an automatic checker, if you notice an address that's incorrect, 
please let me know so I can fix it.

Once again, thanks to everyone for their contributions/help.  The next 
release isn't scheduled, but will probably occur either mid-April or 
early-May.
