[Dx4win] CPU Usage

Bernie,

Windows is not a good operating system for real-time operations like 
generating CW.
So the task to generate CW runs at a higher priority and does not give 
up control on a
voluntary basis resulting in a high CPU usage. I simply hope to produce 
better CW this way.

Note also that some tasks, like making a backup, updating the worldmap 
and processing dx spots
wait until the CW generation is finished.
