VQ5 looks like this in the current country file:

  VQ5,37,5X,,01/01/1963
  VQ5,8,VP5,01/01/2004,

i.e. previous VQ5 ends 1963, new VQ5 starts 2004

UE9 can't be in Zone 19:

  UA9 can only be in 16/17/18
  UA0 can only be in 18/19

If you tell me the exact call, I can tell you what zone it should be in.
