[Dx4win] Award management

you can download your lotwreport from lotw (set date to start date) and 
after that import the file to dx4win. see ad1c notes how to do this...
After that you can do a submission to dxcc (for example). After that 
manually change the flags you want from submitted to checked and clear the 
remained submitted flags. If you need further assistance on this let me 
know...
