The affect will be that all RTTY spots above 7040 that are not marked 
with "RTTY" in the comment field of the spot, will be treated as SSB.

During world-wide SSB contests (ARRL DX and CQ WW), phone operation can 
extend down to 7025 or lower.  Band-plan issues aside, those spots may 
be treated as CW.

40M is a no-win situation until we get common international bandplans by 
mode.
