[Dx4win] ADIF to DX4WIN log conversion version 3.1

I have just released version 3.1 of ADIF to DX4WIN, you can read more here:

     Ver 3.1 - 16 December 2008

         Added IL QSO Party
         Fixed bug with long filenames

Thanks to Larry K8UT and Alan N5NA for alerting me to the long filename bug.

If you find any problems in the program or documentation, let me know. 
If you need a conversion added, send me your ADIF file and tell me what 
contest it is for, and which logging program produced it.
