[Dx4win] Re: Writelog to DX4WIN log conversion version 2.8

Wayne WA1PMA found another bug with the program.  It only affects
contests where ARRL sections are used (like Sweepstakes), and you
logged an invalid section abbreviation (like WVA for West Virginia
[WV]).

I'll upload a fix tonight, sometime after 0400z.
