[Dx4win] CLARIFY SOMETHING FOR LOTW

If you use the last version 703, then maybe you have a small problem. Every 
time you import a log the uploads flags are set to N. So you  must set these 
flags to Y and after that export to lotw. This maybe is a small problem 
because after the first log you must specify a filter to choose the qsos of 
the second log only, make the flags, etc. So it is better, i think, to 
import all the logs, set the upload flags and after that to make an export 
for lotw.
In previous versions the import log had the upload flags set to yes
