I use DX4WIN v7.01.  I could not use the "Update QSO" button with KP2DA
(because it is not an U.S. State).  I could use it with a Puerto Rico
callsign, and DX4WIN said it is not a good U.S. State (like in your case).
I think this button is mostly intended for U.S. callsigns.  Anyway, when
DX4WIN said it was not a good U.S. State, I simply pressed the OK button and 
the "bad state" was deleted.

It seems the Callsign/Mgr has to be enabled (with F3) each time.
