[Dx4win] DX Spots and 23:59

Jim and John,
I did a sh/time and saw the node I was connected to was running on
Eastern Standard Time, not Daylight Saving time. However, that night
the DX spots log rolled past 2359 and has been running great ever since.
I have no idea what happened but I do know that the log would not
advance past 2359 for about 5 days before it "came clear".
