[Dx4win] DX Spots and 23:59

Did you update your computer for the Daylight savings time change?

My guess is that the 23z spots are being tagged as "next day spots".  In that
case, those will appear at the bottom, then the first 23 hours (00z-2259z) will
be inserted before them.
