[Dx4win] Franz Josef Land

I'm doing a big revision of Franz Josef Land.  By default, all UA1P calls were
put in FJL but some (many?) of them are *not* FJL but instead European Russia.

Here's what I decided to do:

All of these calls have been verified from multiple sources where possible.

I don't believe any of these calls were really Franz Josef Land and I removed
them from the list.  If you can confirm that any of these ARE indeed FJL,
please let me know.
