[Dx4win] DX4WIN.CTY Release #41 - second call

This coming weekend (July 28/29), I hope to release DX4WIN.CTY #41.  You can
see the release notes so far:

though I have not updated that page in a couple of weeks.  I do have some
callsign exceptions and QSL manager changes in the queue.  I'll see if I can
update the release notes tonight.
