John, I don't know what you were doing wrong.

I started DX4WIN 7.03, used F8 to create a date filter starting 1 July 2006.

Then Labels -> Set Print Flags.  Asked me if I wanted to set label field in
QSOs matching filter, I said yes.  Then it said almost 4000 print flags were
set, and I verified this in my log by looking at the QSOs.
