[Dx4win] DX4WIN.CTY Release #36 available

DX4WIN.CTY Release #36 has been available since Saturday but the reflector
servers have been down. You can pick up the new release here:

The release notes are extensive. Lots of QSL manager work this time. Other
highlights:
QSL bureau flags are fixed. So DX4WIN should now be able to
correctly determine which countries have incoming QSL bureaus.
Added over 1500 new validated QSL managers. These were found
as a result of backfilling my own logbook going back to 1974.
There is another pile of managers (1000-2000 more) that still
need to be checked.
Added over 5000 new addresses courtesy of K4UTE.
Callsigns that "re-use" QSL managers should be more correct now.
This has been a problem with stations like 3V8BB, HF0POL and the
USA 1x1 callsigns. I'll keep adding them as I find them. If you
find any, let me know!
