[Dx4win] DX4WIN to CQ DX Marathon version 1.7 uploaded

There is a problem with the use of "old" DX4WIN prefixes (i.e. W for 
USA, ZK1 for Cook Islands, etc.).  This also causes the "read-only" 
error when copying data to the submission form.

I have a test version that works better, but it's not ready to 
release yet.  I should be able to release a new version early on 16 
January UTC.
