I assume you mean DX4WIN.CTY.

Reports -> DXCC -> Summary shows 337 total countries here.  You might 
have the wrong country file.  Make sure to close DX4WIN, extract 
DXWIN.CTY from the archive, into your SAVE directory, then restart DX4WIN.
