[Dx4win] DX4Win on Windows Vista

x64 and 64 bit Vista can not load 32 bit drivers. You can put the file in
100 places and inte will not work.
The error message is only generated as the driver not is loaded.
There is now one year since a OH and a HB(?) came across this issue. I have
used x64 since April 2006 and waited for at least a time plan for a solution
since.
