[Dx4win] DX4WIN.CTY Release #42 - final call

I hope to release DX4WIN.CTY #42 early this week.  Sorry for the delays, as
usual, real life has gotten in the way.

There are a couple of "red flags" in this release:

1.  Only T9 callsigns count as Bosnia & Hercegovina.  Various other
    prefixes like X5, 4N4, YT4, etc. do *NOT* count for DXCC purposes.
    Bosnia was recently assigned a new ITU prefix E7.  I finally now
    understand that some Bosnian hams "made up" their own calls
    because they refused to use the T9 prefix.  The "T" in the prefix
    reminded them of the Turks, who are enemies of some Serbs.

    NOTE: this does not apply to the YU4, etc. callsigns used when
    Bosnia received their independence in October 1991.

2.  My research tells me that ZK1AL operated from North Cook Islands
    only from 18-25 August 1992.  All other times this call was used
    from South Cook Islands.  If anyone knows anything different,
    please let me know!

Please get any other changes to me as soon as possible!
