[Dx4win] How to turn on help from drop down menu V7.03.16

Hello All:

Can someone please tell me how to turn on the help command on DX4W?

When I try to select help from the Help drop down, I ger the following
message:

Warning

Error = 0
Msg = The operation completed successfully

When I select "Search for Help on...  I get nothing back.
