Labels are printed in order of DXCC prefix, then sorted by callsign.  In my
log, I saw T4 labels in with the CM/CO, and XR labels in with CE.  This is what
the ARRL Outgoing QSL Bureau wants.  If they're alphabetical, then some
countries may be split up (see example I just quoted).
