[Dx4win] Problem of unknown origin

This can sometimes happen when DX4WIN doesn't shutdown properly, or 
if Windows allows you to start another instance of the program when 
the first instance is still "running".

I have not seen this problem for a long time.  I always keep a .INI 
file of my settings just in case I lose them, I can merge them in and 
restore them.
