DX4WIN.CTY Release #31 is ready for download:

This release includes the new DXCC entity Montenegro, effective 28 
June 2006.  I have guessed at the primary prefix that will be 
assigned to this entity (E6).  Any 4O6, 4N6, YT6, YU6 or YZ6 station 
worked on or after 28 June 2006 should count as Montenegro.
